Comic Relief: Design of Monitoring, Evaluation and Learning Framework and Capacity Strengthening for Comic Relief Women\'s Empowerment Fund

Year - 2014 - 2015

Client - Comic Relief

Project Brief

"Maanda" builds on the work of Comic Relief's existing goal areas and focuses specifically on work addressing violence against women, leadership and participation of women and girls' economic empowerment of women farmers, women and girls, uptake of high quality sexual and reproductive health services, and girls' access, retention and attainment in quality education.

The £32 million Maanda initiative is a 5- year programme that is funded jointly by Comic Relief and the Department for International Development (DFID). Our wholly owned subsidiary, IPE Triple Line provides technical expertise to applicants and grantees to Comic Relief's Maanda initiative to assist them in developing robust and appropriate monitoring, evaluation and learning frameworks, systems and procedures.

Our Approach

IPE Triple Line has brought together a team to support Comic Relief and Maanda applicants and with both specialist and generic skills in monitoring and evaluation, gender analysis, women empowerment, health, trade, education, leadership and violence against women and girls (VAWG).

Key Achievements

IPE Triple Line's Monitoring, Evaluation and Learning framework for the Maanda initiative is helping civil society organisations to strengthen their systems to gather evidence of results and to capture learning from projects that promote gender equality and women’s empowerment in health, education, trade, violence against women and leadership.

Working with Comic Relief and the organisations they support, IPE Triple Line has produced a scoping study that identifies the most useful and appropriate indicators and data collection tools for measuring women and girls' empowerment. This standardises data collection processes across the entire Maanda initiative so that diverse project results can be compared more easily.

IPE Triple Line has helped ensure that Maanda projects do more than deliver services to women by providing grantees the means to identify and measure indicators of women’s and girls’ empowerment, transformational change that includes, for example, having a role in decision-making and control over resources for the first time. We have made sure that the project-level work links to Maanda’s overarching monitoring, evaluation and learning framework so that individual projects systematically collect and present evidence of what approaches work and achieve results.

Client Feedback

‘"......I have really enjoyed working with IPE Triple Line, and I wanted to say a big thank you for all the productive time spent together. In four years and a half at Comic Relief, I have learnt the hard way how difficult it is to find outstanding consultants... …’
