Paula's current focus at IPE Triple Line is on Monitoring, Evaluation and Learning projects and proposals. She also focused on grant management for Department for International Development (DFID)'s Civil Society Challenge Fund (£42 million), the Global Poverty Action Fund (£120 million), and UK Aid Direct. Her role included appraisal and quality assurance review of grant applications, support to grant holders on grant set up processes, ongoing performance management and assessment, and orientation and capacity building support to grant holders on M&E frameworks.
Before joining IPE Triple Line, Paula worked as an independent monitoring and evaluation (M&E) consultant and helped to build the M&E unit and systems both at the Ministry of Health of Guinea Bissau and at United Nations Development Programme (UNDP), Guinea Bissau, to cover Global Fund grants (HIV/AIDS, malaria and tuberculosis). She has also worked at UNDP regional office in Dakar providing programme management support to UNDP offices in western and central Africa for Global Fund grants.
Paula holds an MA in International Management from the Centre of Economic Studies (CECO), Spain; an MSc in Economics from the Universidad Carlos III de Madrid, Spain and the VrijeUniversiteit Brussel (VUB) and Vesalius College, Brussels, Belgium; and an MA in International Business from Macquarie University, Sydney, Australia. Paula speaks fluent Spanish, Portuguese and French.
