Director- Research, Development & Learning
Richard joined IPE Triple Line in 2016 as the Director- Research, Development and Learning. He has over 30 years’ of experience in policy analysis, project design in governance, political economy, finance, urban, infrastructure development, monitoring & evaluation, institutional development and capacity building across Asia and Africa.
His role is to lead the design and lead the design and implementation of research, development and learning initiatives that support delivery of quality consultancy services with particular reference to our Urban and Infrastructure Development sector. He works with the Group Managing Director and other members of the Executive Leadership Group to ensure flagship programmes meets client satisfaction. He also provides direct provision of project directorship and quality assurance inputs on flagship projects. His work also includes technical inputs on a range of governance, urban projects. He is also responsible for directing the preparation of research and learning papers/reports and research activities.
Prior to joining IPE Triple Line, Richard was the Consulting Director and Lead for ICF International, UK where he has led multiple complex projects for DFID, EU, World Bank, UNDP, SDC and other donors across a range of sectors including governance, urban development, smart cities, decentralization, monitoring and evaluation, policy studies and political economy.
Richard holds a PhD in Development Anthropology from SOAS, University of London, UK; and a B.A. (Hons) in Political Science- Public Administration from University of Durham.
