The ability of governments to achieve their social and economic goals with limited resources is dependent upon the efficiency, transparency and flexibility of public administration institutions. Even though economic advancement is witnessed worldwide, certain economies are marked with a very interesting paradox - accelerated economic progress on one hand, and extreme social & economic inequality, particularly for women, girls, marginalised & vulnerable groups on the other. Social inclusion and gender equality are therefore critical to achieving long-term development goals that significantly improves the lives of the world's poorest people.
IPE Global works in partnership with development agencies, governments and NGOs to create solutions for achieving inclusive, sustainable social and economic development. We have successfully conceptualised and implemented assignments with a focus on integrating gender equality and social inclusion as cross cutting issues in all aspects of social and economic programming including private sector development and urban planning, community empowerment, slum development, poverty reduction policies & capacity building, participatory learning & appraisal, community mobilisation, economic development, voice and accountability, behaviour change communication, design of social safety nets, beneficiary analysis, satisfaction surveys, poverty tracking and monitoring systems.
IPE Global conducted a gender programmatic review of the second phase of the UN Joint Programme on Local Governance (JPLG II). This involved a desk study of all programme literature as well as interviews in Somaliland, Puntland, Mogadishu and other jurisdictions with UN implementing partners, and government and civil society. IPE also conducted primary research with youth (girls and boys) on their perspectives on local governance. IPE produced a report of findings highlighting how and why all aspects of governance are gendered. We identified future opportunities to ensure that gender and social inclusion are a core part of the future programme. The review process was participatory and included not only reports, presentations and recommendations but discussion, debate and orientation on gender mainstreaming for government and UN partners.
As part of its role as Monitoring and Results measurement partner for the Africa Enterprise Challenge Fund (AECF), IPE Triple Line IPE Triple Line conducted an indepth gender review of the AECF focusing on the Africa Agribusiness portfolio which represents 60% of the $247m fund. The gender review of AECF assessed the extent to which the fund understood gender inequality and social exclusion as a factor in poverty alleviation and to what extent its implementation and monitoring processes took these aspects into account. IPE assess the visibility of gender and social inclusion:
• Within the AECF’s design and implementation processes and systems
• How AECF staff perceive the importance of gender equality and women’s economic empowerment and whether they feel they have sufficient capacity to work on these issues.
• How business owners and managers supported by the AECF through the agribusiness window in particular perceive these issues; and
• Within the fund’s monitoring and evaluation frameworks and results measurement.
IPE produced a learning paper and provided recommendations and guidance to the fund’s multiple donors and those implementing the programme. The findings were far reaching and provide useful lessons and advice for all enterprise challenge funds.
IPE Triple Line conducted a gender audit and impact scan of the programmes and approaches used by the environmental and human rights NGO Global Witness. The review, and a diversity audit conducted a couple of months previously, reflected a growing appreciation of the need to address issues of gender equality within both the organisation and its programmes. This was prompted in part by donor requirements.
In conducting the audit, we examined Global Witness’s work in three main areas to assess whether issues relating to gender equality were relevant and visible, or invisible:
• Corruption including extractives (oil), money laundering and transparency for banks and companies (e.g. regarding ownership, financial flows etc.);
• Forests, land and climate change including palm oil supply chains, illegal logging and forest protection, ending industrial scale logging and tackling exports; and support to small scale forestry; and
• Conflict and fragile states, particularly the link to revenues and corruption associated with extractive industries including minerals such as gold, tantalum, oil and jade.
The review included a desk study and primary research. We provided advice and guidance on how Global Witness could mainstream gender and social inclusion issues into key aspects of their work: e.g., in their analysis of the situation or problem to be addressed; in the identification of policies that could eliminate or reduce practices that harmful to the planet and to people (men and women and the differences between them, based on gender); in advocacy and campaigning; in communications; and in monitoring, evaluation and learning.
Project Udaan aims to reduce pregnancies among adolescent girls in Rajasthan. It adopts a multi-sectoral approach to prevent adolescent pregnancy, layering interventions beyond sexual health, to fundamentally change the way adolescent programming is delivered. The key strategies are: keeping girls in secondary school; strengthening adolescent and health worker knowledge, attitudes and practices of sexual and reproductive health (SRH); expanding the contraception method mix and choices of young women; and involving men and boys. The programme is being implemented with Department of Medical, Health and Family Welfare Department and Department of Education, Government of Rajasthan with focus on pan-state reforms with demonstration of integrated approach in Udaipur and Dholpur districts of the state.
OMEGA intends to improve the performance of the Government of Odisha's (GoO's) socio-economic and governance schemes and programmes; to help in the promotion and facilitation of investments in the state; and to build capacity for revenue mobilisation and expenditure management. IPE Global is providing design, implementation and programme management support to ensure that specific government departments are equipped to take forward reforms in their respective areas. In addition, we are supporting Go0 to increase access to the poverty alleviation and food security programmes of the Government of India namely, Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) and Public Distribution System (PDS). To do this we provide high impact solutions, including, facilitating e-governance for procurement processes, digitisation of the beneficiary database, Grievance Redressal Management System, implementation and enhancement of Supply Chain Management System, design and development of Dashboard Monitoring System, and by conducting social audits.
