Vince is an experienced social development expert. He manages projects and provides expertise across the cities and infrastructure portfolio.

Vince has over 15 years of experience as a development professional working with consulting firms, donors, NGOs, and academia on policy, governance and institutional strengthening in the fields of agriculture and rural development, environment and natural resource management, and housing and urban development.

His skills and expertise include project management, programme effectiveness, results-based monitoring and evaluation, fund facility administration, public policy analysis and social science research.

He has worked with clients including the ADB, UNDP, UNICEF, Habitat for Humanity Asia-Pacific, Plan International Philippines, CARE Philippines and Save the Children Philippines.

With an MPA and BSc in Development Communications from the University of the Philippines Los Baños, Vince is currently pursuing a doctorate in Development Studies with specialisation in natural resource management.
