Triple Line has an exciting and growing monitoring, evaluation and learning (MEL) project portfolio with philanthropic organisations and other partners in East Africa.

We are looking for an individual to support the delivery of some of these existing projects and help grow our portfolio. 

We are looking for someone with strong skills in more than one area of MEL (e.g. monitoring and learning). Individuals with experience in learning-focused MEL, participatory methods, market system development approaches, and/or supporting philanthropic organisations are especially encouraged to apply. Much of our work in East Africa focuses on agriculture, private-sector development, and women’s economic empowerment, so thematic expertise in these areas would be a significant advantage.

The work you will be leading and supporting is diverse, including, for example, supporting the development of MEL frameworks; data collection and analysis, and reporting in the context of evaluation or learning activities; evidence synthesis; facilitating sensemaking sessions; building MEL capacity of implementing organisations; managing small projects, etc. Therefore, we are looking for a dynamic individual who is comfortable with stretching themselves in new areas of work and learning new skills.  

In addition to this exciting client-facing delivery role, you will be a valuable team member of the growing Triple Line team in Kenya or Ethiopia and of the EPAL technical team, which spans all offices and focuses on business development and project delivery. We are looking for someone interested in supporting the growth of our organisation beyond project delivery, for example, by building relationships and networks with prospective clients and partners, increasing our visibility on social media and at conferences, and playing a role in teams formed to bid for work. 

In the Triple Line structure, a Senior Consultant is a junior or early mid-level role with at least 4 years of experience, and a Managing Consultant is a mid-level role with at least 7 years of experience. Roles and responsibilities and the specific tasks you will undertake:

Project Delivery & Technical Input (~70% of your time)

In this position, we expect you to act as a core team member on MEL-focused projects and programmes, principally in the areas of private-sector development, agriculture, and women’s economic empowerment. Specific tasks might include:

  • With colleagues, designing MEL systems and frameworks (including theory of change, results framework design, learning questions, etc.), and evaluation and learning activities (including approach and methodology, evaluation or research frameworks, facilitation plans, etc.). 
  • Gathering and analysing evidence from secondary sources or through primary data collection. This includes leading the development and testing of data-gathering tools, data analysis, conducting key informant interviews and focus group discussions, quantitative data collection, etc.
  • Facilitating workshops and learning events with the client and delivery partners, e.g., to develop a theory of change, facilitate sensemaking and reflection sessions, co-create recommendations, explore and share learning, and engage stakeholders in evaluation processes. 
  • Presenting analysis, findings, and research clearly and visually, both in writing and orally, through case studies, reports, and presentations for the client and other stakeholders, to support the uptake and sharing of findings. 
  • Providing MEL capacity-building support and coaching to grantees/implementing partners of our clients.
  • Ensuring gender equality and social inclusion is mainstreamed into the design and implementation of assignments at all stages – design, methodologies, tools, processes, outputs.  
  • Contribute to the research, analysis, and publication of technical studies, case studies, policy and programme approaches, and results.
  • Manage small and medium-sized projects, budgets, and work plans, interfacing effectively with clients and team members on project planning, implementation, review, and reporting.  
  • It is expected that you apply problem-solving skills and innovative thinking, work collaboratively with other team members throughout all of your activities, and deliver them within agreed timelines and budgets to an outstanding standard of quality.

Business Development (~20% of your time) 

  • Support the development of technical and financial proposals that help to unlock more work. This will include a wide range of tasks, from identifying and liaising with potential team members and partners and preparing their CVs to drafting core technical sections of the proposal. If you join as a Senior Consultant, we also expect you to serve as the bid manager for small opportunities. If you are joining as a Managing Consultant, you will manage larger bids and/or serve as lead drafter of technical proposals.  
  • Support team business development: contribute to and develop knowledge of existing and potential clients, assess opportunities, identify a pipeline of work, and seek follow-up work with existing clients. 
  • Build visibility of Triple Line’s expertise to develop reputation and attract new clients, for example by attending conferences, networking, building a social media presence, and writing website copy, and by developing capability statements about our offer. 
  • Build partnerships to market and raise the business profile, and network with organisations, donors, companies, and individuals working in areas relevant to Triple Line’s work.

We are seeking candidates with experience in similarly dynamic, fast-paced environments and who are comfortable dividing their attention among multiple competing priorities.   
 

Essential candidate attributes:

  • 4-10 years of post-qualified experience in monitoring, evaluation and learning in international development
  • Demonstrated sound experience in the technical delivery of MEL assignments and in the use of both quantitative and qualitative methods (e.g., theory-based, outcome harvesting, Most Significant Change method, contribution analysis).
  • Outstanding analytical, writing and presentation skills, and the ability to communicate findings and recommendations clearly, in plain English and visually, to a range of audiences
  • Established high-level consultancy skills, particularly problem-solving, creative thinking, communication, and client management
  • Ability to manage projects or project components on time, within budget and to client satisfaction
  • A team player who is both experienced and looking to learn new things, flexible and able to adapt to changing client priorities and expectations
  • Organised, with good attention to detail and able to work under pressure and meet strict deadlines
  • Excellent standard of written and spoken English 
  • Right to live and work in Ethiopia or Kenya.

Desirable candidate attributes:

  • Experience with projects focusing on private sector development, agriculture and women’s empowerment
  • Experience with participatory methods, system change approaches, and/or learning-focused MEL would be a strong advantage
  • Experience with visual storytelling and/or presenting findings through high-quality PowerPoint presentations
  • Experience of consultancy work and/or working with philanthropic organisations would be highly valuable
  • Experience with business development, including preparing technical and financial proposals, would be an advantage
  • Excellent standard of written and spoken French, and/or experience in other African countries would be an advantage
