Triple Line has an exciting and growing monitoring, evaluation and learning (MEL) project portfolio with philanthropic organisations and other partners in East Africa. We are looking for an individual to support the delivery of some of these existing projects, while also helping to grow our portfolio.
In particular, the role will suit someone with strong quantitative MEL skills who is comfortable handling survey, monitoring and portfolio-level datasets, reviewing and improving partner-reported monitoring data, designing and analysing surveys, producing portfolio-level dashboards and trend analysis, and translating quantitative evidence into clear findings for clients, funders and implementing partners. The role requires confidence across the full quantitative data cycle, from indicator design, sampling and survey design through to data cleaning, statistical analysis, visualisation, reporting and presentation of findings to non-technical audiences. Experience in private sector development, agriculture, employment, MSME development, market systems and/or women’s economic empowerment would be a significant advantage.
The work you will be leading and supporting is diverse, including quantitative MEL framework design, survey and monitoring data analysis, data quality assurance, portfolio reporting, dashboard development, evidence synthesis, and the communication of quantitative findings through reports, presentations and learning products. You may also support client and grantee workshops, sensemaking sessions and MEL capacity building where these draw on quantitative evidence and portfolio analysis.
In addition to this exciting client-facing delivery role, you will also be a valuable team member of the growing Triple Line team in Kenya or Ethiopia, and the EPAL technical team that spans all offices, working on business development and project delivery. We are looking for someone who is interested in supporting the growth of our organisation beyond project delivery, for example, through building relationships and networks with prospective clients and partners, increasing our visibility on social media and conferences, playing a role in teams formed to bid for work etc.
In the Triple Line structure, a Senior Consultant is a junior or early mid-level role with at least 4 years of experience, and a Managing Consultant is a mid-level role with at least 7 years. Roles and responsibilities and the specific tasks you will undertake:
Project Delivery & Technical Input (~70% of your time)
- Work at programme/fund level to support all data quality and impact reporting processes, including providing technical advice on how to improve reporting, and verification/checking of data.
- Developing frameworks for collating partner information (including learning insights) into a central database—including database development and maintenance and utilising this data to produce dashboards/analysis of portfolio trends as required.
- Lead or support the design of quantitative methodologies for MEL assignments, including indicator design, sampling approaches, survey instruments, data collection protocols and analysis plans.
- Lead and support the implementation of quantitative analysis, including data quality assurance, data cleaning, statistical analysis and presentation of findings.
- Clean, manage and analyse quantitative datasets, including survey data, partner monitoring data, administrative data and portfolio-level results data.
- Conduct descriptive and, where appropriate, more advanced quantitative analysis, including disaggregation by gender, age, geography, firm type or other relevant characteristics.
- Develop and maintain data quality assurance processes, including data validation checks, consistency reviews, verification protocols and documentation of data limitations.
- Produce clear quantitative outputs for clients, including analytical tables, dashboards, data visualisations, technical notes, slide decks and report sections.
- Support in the preparation, design and facilitation of client and grantee workshops, capacity building and learning events;
- Participating in thematic reviews and learning papers by providing insights from the portfolios we work with, and supporting the dissemination and uptake of findings through clearly written reports/case studies, innovative presentation of data, and presentations to clients and other stakeholders;
- Interpret data and analytical results into clear, policy-relevant findings, and write up insights in a way that is accessible to clients and stakeholders without a technical background; and
- In addition to working on long-term programmes, you will also be involved in a range of research, design and evaluation consultancies in the private sector development field, including quantitative methodology development, theory of change and results framework design, survey tool design and testing, quantitative data collection and analysis, market scoping studies, and data synthesis.
Business Development (~30% of your time)
- Support business development by preparing capability statements, references, and drafting inputs for expressions of interest and technical and financial proposals, working closely with colleagues across the Triple Line group;
- Proactively develop client relationships and look for opportunities to follow up on when working with existing clients;
- Contribute to increasing the visibility of Triple Line through networking, including at conferences, producing lessons learned materials, articles, and/or publications, and supporting Triple Line-hosted events, etc. in order to promote the high quality of our services and expertise, develop our reputation and attract new clients.
About you

Therefore, we are looking for candidates who have experience working in similarly dynamic, fast-paced environments and are comfortable dividing their attention among multiple competing priorities.
Essential candidate attributes:
- 4-7 years of professional experience in monitoring, evaluation and learning, including substantial hands-on experience in quantitative research, survey design, data management and/or statistical analysis.
- Experience working within the development sector in Kenya or Ethiopia, with exposure to key donors and foundations
- Knowledge of quantitative MEL and evaluation methods, including survey design, indicator measurement, results frameworks, sampling, data quality assurance and quantitative analysis.
- Experience in collating and analysing reporting data from multiple sources, verifying results (including through beneficiary engagement), and producing analytical reports
- Experience using statistical and analysis packages, preferably Stata, R, and/or Python, alongside advanced proficiency in Excel.
- A high degree of initiative and problem-solving skills, with the ability to plan, prioritise and manage workload effectively and independently
- Excellent standard of written and spoken English, with demonstrated experience in producing high-quality technical reports
- Proven ability to interpret complex data into meaningful findings for decision-makers and non-technical audiences
- Right to live and work in Ethiopia or Kenya
Desirable candidate attributes:
- Including 2+ years of M&E experience specifically related to private-sector development and/or market systems development, e.g., employment creation, MSME development, access to finance, agriculture, etc.
- A university degree in a relevant quantitative or applied social science discipline, such as economics, statistics, development economics, public policy, business analytics, finance, data science or another relevant field.
- Experience working with (or for) a consultancy firm and experience working in the broader East African region
- Experience with more advanced quantitative methods, such as quasi-experimental approaches, contribution analysis using quantitative evidence, cost-benefit analysis, cost-effectiveness analysis, portfolio analytics or employment impact estimation.
- Experience in learning and insight generation as part of a MEL framework
- Experience with Power BI, Tableau, Kobo, SurveyCTO, ODK or other survey/data visualisation platforms would be an advantage.
- Experience in facilitating workshops and/or giving presentations
- Experience producing written outputs for donor or policymaker audiences, drawing on data analysis
