About the job

The primary focus of this position will be to provide monitoring, evaluation and learning support across all Evaluation, Policy Analysis, and Learning (EPAL) programmes in Ethiopia. In particular, we are looking for someone who is comfortable working with, analysing and clearly communicating and interpreting quantitative data as a core part of this role.  

You will take a leading role working across all data quality and impact reporting processes, collating partner information (including learning insights) into a central source (including database development and maintenance), and producing dashboards/analysis of portfolio trends as required. You will also be expected to contribute to broader thematic reviews, learning papers and evaluations – especially those that require primary data collection, where you will contribute towards survey design and analysis, and interpret quantitative findings into clear, actionable insights for non-technical audiences. 

In addition to this exciting client-facing delivery role you will also be a valuable team member of the growing Triple Line team in Ethiopia and the EPAL technical team that spans all offices, working on business development and project delivery.  
 

Roles and responsibilities and the specific tasks you will undertake:

Project Delivery & Technical Input (70%) 

  • Work at programme/fund level to support all data quality and impact reporting processes, including providing technical advice on how to improve reporting, and verification / checking of data; 
  • Developing frameworks for collating partner information (including learning insights) into a central database (including database development and maintenance) and utilising this data to produce dashboards/analysis of portfolio trends as required; 
  • Participate in the full cycle of primary data collection and analysis, including sample & survey design, overseeing and assisting in data collection, data cleaning & management, and the creative analysis and presentation of data;  
  • Support in the preparation, design and facilitation of client and grantee workshops, capacity building and learning events;  
  • Participating in thematic reviews and learning papers by providing insights from the portfolios we work with, and supporting the dissemination and uptake of findings through clearly written reports / case studies, innovative presentation of data, and presentations to clients and other stakeholders;  
  • Interpret data and analytical results into clear, policy-relevant findings, and write up insights in a way that is accessible to clients and stakeholders without technical background; and 
  • In addition to working on three long-term programmes, you will also be involved in a range of research, design, and evaluation consultancies in the private sector development field, including methodology development, theory of change and results framework design, design and testing of data gathering tools, collection of quantitative and qualitative data, market scoping studies and data synthesis and analysis. 

Business Development (30%)  

  • Support business development by preparing capability statements, references, and drafting inputs for expressions of interest and technical and financial proposals, working closely with colleagues across the Triple Line group.  
  • Proactively develop client relationships and look for opportunities to follow up on when working with existing clients.  
  • Contribute to increasing the visibility of Triple Line through networking, inlcuding at conferences, producing lesson learning materials, articles, and/or publications, and supporting Triple Line hosted events, etc. in order to promote the high quality of our services and expertise, develop our reputation and attract new clients.  
     

About you

Triple Line is looking for a Senior Consultant to support the growth of its Ethiopia team and to deliver technical MEL services on exciting programmes across the country and region, with a focus on quantitative methods.

Essential candidate attributes:

  • 3 - 5 years’ experience in a technical, hands-on M&E role with a quantitative focus
  • Experience working within the development sector in Ethiopia, with exposure to key donors and foundations
  • Knowledge of data analysis tools and methods typically used within M&E, for example working with standardized indicators and results frameworks, theory of change, evaluation and survey design
  • Experience in collating and analysing reporting data from multiple sources, verifying results (including through beneficiary engagement), and producing analytical reports
  • Experience using statistical and analysis packages (e.g., Stata /R /Atlas.ti) and advanced proficiency in Excel. Proficiency in the MS Office suite (e.g. MS Word, MS PowerPoint)
  • A high degree of initiative and problem-solving skills, with the ability to plan, prioritise and manage workload effectively and independently
  • Excellent standard of written and spoken English, with demonstrated experience in producing high quality technical reports
  • Proven ability to interpret complex data into meaningful findings for decision-makers and non-technical audiences
  • A university degree in a relevant academic discipline, such as economics, finance, business analytics and statistics
  • Right to live and work in Ethiopia

Desirable candidate attributes:

  • 2+ years of M&E experience specifically related to private sector development and/or market systems development e.g. employment creation, MSME development, access to finance, agriculture etc.
  • Experience of working with (or for) a consultancy firm, and experience working in the broader East African region
  • Experience in working with more sophisticated approaches / methods, such as quasi-experimental design and cost-benefit analysis. Experience in collecting and analysing qualitative data.
  • Experience in learning and insight generation as part of a MEL framework
  • Evidence of strong data visualisation skills and experience in creating infographics
  • Experience of facilitating workshops and/or giving presentations
  • Experience producing written outputs for donor or policymaker audiences, drawing on data analysis
  • Postgraduate qualifications or diplomas in a relevant academic discipline
