Why Ukraine’s recovery depends on the system, not just the funding
A recognised need is not yet a project. And a project is not yet an investment.
Ukraine faces one of the largest reconstruction challenges of our time. The harder question isn’t how much money is available, but whether Ukraine can build a system that keeps turning needs into prepared, financed and delivered investments, and gets better at it as it grows.
This paper looks at what happens in that gap between need and money. It covers why the twentieth project should be easier than the first, how different kinds of risk call for different kinds of capital, and why Ukrainian firms, skills and institutions are as much a part of reconstruction as roads and power lines.
