About the job

As a Managing Consultant, you will play a key role in positioning Triple Line as a trusted advisor, while supporting the expansion of our work across Ukraine. Based in Ukraine, Germany, or the UK, you will work within a high-performing, multinational team spanning Europe, Asia, and Africa.

Roles and responsibilities and the specific tasks you will undertake:

Technical delivery (~ 65%) 

  • Act as a technical expert on consultancy assignments, bringing either private sector development / trade and investment expertise, or Monitoring and Evaluation expertise. 

  • Act as Project Manager on assignments within your areas of expertise, coordinating project teams / expert CVs, and project partners and acting as a key company interface with clients on the projects you are involved in.  

  • Ensure that projects you manage are delivered on time, on budget, to an outstanding level of quality, and in compliance with key company and client policies and procedures with major risks to project success properly mitigated 

Business development (~35%) 

  • Proactively identify and shape strategic opportunities in Ukraine and the wider region, leveraging donor priorities and networks (e.g. IFIs, bilateral programmes) to build a forward-looking BD pipeline aligned with Triple Line’s focus areas. 

  • Support—and progressively lead the preparation of high-quality technical and financial proposals (EOIs, RFTs, RFQs), ensuring strong positioning for Ukraine-focused programmes and donor frameworks.

  • Build and strengthen partnerships to form effective consortia, combining technical expertise, in-country knowledge, and delivery capacity relevant to Ukraine’s reconstruction and reform agenda.

  • Develop and maintain a high-quality Ukraine Associate and Partner Database, ensuring rapid access to credible experts with relevant sector and country experience, as well as project partners. 
     

About you

You are a self-starter who operates with a high degree of autonomy, bringing a proactive, “can-do” mindset to delivery. You are highly organised, able to prioritise effectively, and comfortable managing competing demands in fast-paced environments with limited supervision.
 

Essential candidate attributes:

  • Advanced proficiency in English and Ukrainian (CEFR C1 level)
  • Master’s degree in economics, finance, business, or a related field within the social sciences or quantitative disciplines (e.g. Monitoring and Evaluation, Economics, International Development).
  • 7+ years post-qualification experience and strong technical knowledge and track record in either; private sector development / trade and investment expertise, or Monitoring and Evaluation.
  • Established consultancy skills with experience of successful delivery in the international development sector (e.g. FCDO, EC, GIZ, UNDP, SECO/SDC, EBRD, EIB, etc.) able to adapt to changing priorities, manage competing deadlines, communicate confidently with clients and beneficiaries, and able to work under pressure
  • Demonstrable project management skills and experience (resource, budget, and work scheduling and management; team co-ordination; meeting tight deadlines)
  • Experience working in Ukraine at national regional and local level, ideally also in neighbouring countries such as Eastern Partnership and Western Balkans
  • Experience in conducting business development activities including: identifying opportunities, developing technical proposals for specific terms of reference, financial proposals, etc.
  • Excellent writing and other communication skills with the ability to communicate findings and recommendations clearly in plain English to a range of audiences and in a variety of formats

Desirable candidate attributes:

  • Established working relationships with Triple Line’s existing or potential clients in the region (GIZ, EC, FCDO, EBRD, EIB, KfW, etc.)
  • Experience in international development, consulting, or professional services
  • Familiarity with CRM and pipeline management tools
