Paul is an experienced M&E consultant with wide ranging skills in innovative methodologies and a specialist interest in rights-based approaches and the decolonisation agenda.

Paul has over 16 years progressive experience in designing, implementing, and managing project and portfolio level Monitoring, Evaluation, Accountability and Learning systems from project initiation to closeout stages. He has engaged with many public and private donors and worked with projects and strategies in many African countries as well as Myanmar and Bangladesh with a keen focus on fragile and conflict affected countries. He has advised and directly worked on global, regional and country level strategy development and measurement, adaptive and flexible MEAL support to country teams and partners, and development and implementation of learning agendas and accountability mechanism. He has supported MEAL across multiple sectors including Food security, Livelihoods, Health and Nutrition, WASH, Emergency response, Education, Peace building and Protection and well versed in gender and rights-based approaches – also developing feminist, safe programming and decolonised MEAL approaches as well as results based and system’s thinking methods. He holds a Bachelor in Information Technology, Master of Science in Monitoring and Evaluation and currently pursuing a PhD in Gender and Development Studies.
